Are you guys serious? Rogers has been letting existing 3G customers who purchased their 3G iPhones prior to September 30, 2008 to upgrade to the 3GS for $199 and $299 (16/32GB) since June 19th (3GS Launch Date) For people that purchased their 3G iPhones between Oct1, and Dec. 30, they're letting them upgrade for $449, $549. For those who purchased prior to September 30, it had been well less than a year, and they were still getting it at new contract pricing. So stop whining.
For those who purchased in 2009, They're not going to give you another subsidy on a phone, just because you want it. It's a business, they're not in it to lose money by giving you discounts on two high end phones in a span of less than 6 months. If you got your iPhone after January 1st, then either tough it out until the next one, or pay retail and sell yours.
