The government isn't preventing other companies like bell or telus to switch to gsm.. so no they haven't.  Those companies aren't going with the global standard so complain about them.

And the Hon Mr. Prentice, buried in bill C-61, will make an unlocked GSM phone illegal in Canada. Is this another Rogers ploy?

Yeah blame the government and not business. In Europe you have conservative govertnments as well and still they made the forward thinking decisoin to adopt the GSM standard. Canada is so incredibly behind. I'd rather get a US cell phone plan rather than a canadian one.
